Much of Politicians’ Perceptual Error is Domain-General Processing of Proportions. Jack Lucas and colleagues argue that errors in politicians’ perceptions of public opinion stem from a very general tendency to rescale estimates toward a prior of 50%. Combining a large amount of data from several countries, they find that politicians consistently underestimate public support for popular policies and overestimate public support for unpopular policies.
