Fiscal Centralization, Limited Government, and Public Revenues in Europe, 1650–1913. Mark Dincecco examines which regimes collected the most tax revenue in pre-modern Europe. Analysing panel data on European regimes from 1650 to the outbreak of World War I, he finds that limited regimes actually collected more revenue than absolutist regimes. Political transformations are associated with major changes in the amount of revenue collected.
What drives brain drain and brain gain? Shlomo Ben-Hur and colleagues study the factors behind brain drain and brain gain. Analysing data on 63 countries from 2016, they find that Venezuela is in the worst situation and that Switzerland is in the best. They find that the quality of a country’s health system and the quality of its education system are significantly more important for attracting talent than its level of remuneration.
